Directions

Cook shallot in oil in a small skillet, over moderate heat until softened. Stir in water and peas and cook, stirring, until tender, about 3 minutes.

Transfer pea mixture to a food processor with remaining ingredients and pulse until smooth. Cover and keep chilled until ready to use.
