In a large bowl, whisk the yogurt, mayo, mustard, sugar, celery seeds, chili powder, paprika, salt, and pepper until smooth. Using a box grater or food processor, grate the cabbage, fennel, carrots, and apple. Add the grated vegetables along with the onion into the bowl and toss to coat well. Cover and chill at least 1 hour to allow the flavors to combine. Stir well before serving.
